Is there some kind of way to somehow change the url of parts of the ACP so that it doesn't come in conflict with mod_security?
Not that I am aware of. It's been tried and ultimately without lots of core file edits to admincp it's pointless. It will probably break most plugins too.
There's a way of blocking mod_security via .htaccess but to be honest hardly anyone has said that's worked for them, and as labrocca said, hacks to stop it just breaks other stuff, your host should be able to whitelist you at their end.
The htaccess parameters don't always work.
