is there a way to remove the avatar upload link from a users avatar cp? I find it constantly annoying that a particular member is uploading their avatars on a limited space of mine.

You can remove it from the User CP Templates or you can set the usergroup permissions so that they can't upload an avatar.

which template can i remove it from?

Admin-CP -> Templates -> Modify/Delete -> *your Templateset* -> Expand -> User Control Panel Templates -> Expand -> usercp_changeavatar
