Chris has the User ID of 1, which is the person who created the forum. He was the first user to register... Why his isn't shown at the top, I wouldn't know

Maybe it is one of the left over from the early exploit that mybb experienced before PR2, Not really sure.

I think they are listed on register date and that they use different timezones.

I think someone messed up the user database.

(cause all boards are listed on UID, isn't it?)

It's listed by registration date.

I think Chris "took over" the forum after the original DevBB group kind of broke apart? And thus he didn't register first, but the UIDs were all changed via SQL.

I'm not sure since I found MyBB after that time (Of course I could be completely wrong )
