In general, when moderator delete thread it gets deleted permanently.. So is there any plugin which gives right to Admin to undelete thread deleted by mods.. Or thread deleted by Mods are hidden to public but admin can see which thread is deleted and can put it back.
And that plugin should be free cuz paypal donot work in my country

You could have your mods unapprove posts instead of deleting them . You could also install a trash can mod and now allow mods to view that forum so Admins can move the post back.

There is a mod that can do a soft delete but well I believe you need paypal.
