It's not really possible on most shared webhosts because it requires persistent connections to an IRC server, and PHP (serving http requests) usually does not support that. Also many hosts do not allow you to use (or run) IRC at all (mostly because IRC can also be used as download network, and other funny things). So even if you have a (V)Server, depending on your host you may or may not be allowed to actually use it for IRC.
If there's no problem with your host, you could try http://www.web2irc.com - be aware that although it claims to be an ajax php client, it actually wants to run a separate engine process that manages client connections.
You could also use a third party service like http://www.mibbit.com though (don't actually know that one, first hit with google).

I use Wyldryde (server) and mibbit for the actual web client.

There is an IRC plugin for 1.4 here somewhere. Not sure where tho...

He want a small one in the forum view though. I think it would be a good idea. But not that used.

oh it sounds great ... I run my own irc server too and forum, altho i installed an ajax applet on forum for forum users to connect direct to irc but its not the same... it would be much better if i cud use it as a shoutbox at the bottom or top of the forum home page... anyone working on it yet ?
