Is there a way to set up a forum where people can post pictures. My board is related to a charter fishing web site and was thinking of having a bragging board where people could show off the fish they catch.

Well MyBB does have an attachment system, so that your users can upload their pictures into their threads, if that's what you mean. You can turn on/off attachments per usergroup (not per forum) in the Admin CP --> Users and Groups --> Manage Groups. And you can change what type of attachments are allowed and the size in Admin CP --> Attachments --> Attachment Types.
