Is there a way you could remove the 'New Topic' button in forums that don't allow you to start a new topic instead of seeing the You do not have permission to access this page. part?

It would need a plugin or code modification of some sort, I'll move this to requests for you.

You could also make a suggestion thread in the suggestions forum, it's a good idea to either change the New Thread button or hide it if you don't have permission to use it.
