If I wanted to add something under "Group Promotions" in the User & Groups navigation of Admin CP, what's the best way to do it?

That would be a file edit.
Best to wait for a Admin or a Developer to post to this.
Not a file edit, that's why there are hooks in the ACP, I'll move this to mods discussion.
