I set the image per post limit to 0 from default 10 yesterday. It was rejecting my posts afterwards saying that the limit is 10 and I should remove some images from the post. It's still doing the same thing today. How long does it take for admin changes to take effect? What's the idea behind this never-ending delay?

I'm in 1.4.8 and when I go to check the settings in admin panel, it does show that it is set to 0. Why don't simplest of things ever work?

There's no time delay, that would be pointless. Make sure ./inc/settings.php is CHMOD to 666 like it should be.

Yea I have this problem also. With date and time.

What setting are you changing?? It won't change the settings of current users.
