How do I make the portal you have done on this website?

I want it exactly the same, hooked news to the forum in which I specify. Can anybody help me with this?

I know there's a default portal.php but how do you edit it to make announcements and custom boxes? (Portal Template(s))

Portal settings?? You can choose a forum to show threads from.
