I got a warning from one of my users

In Firefox the forums sees perfectly

But in IE8 and Chrome
everything, is in bold text....


What could it be?
Your forum looks horrible in IE8.

i tried that thing called w3e validator
but my knowledge in html and php it's too low to fix all errors

i7 looks bad too =/
Chances are you've got an unclosed tag somewhere, see if the validator mentions a <strong> or <b> tag.
Sorry, I am unable to validate this document because on line 25 it contained one or more bytes that I cannot interpret as utf-8 (in other words, the bytes found are not valid values in the specified Character Encoding). Please check both the content of the file and the character encoding indication.

The error was: utf8 "\xBF" does not map to Unicode

I am pretty sure it means index template in your template system.
Yeah it's nothing to do with the PHP files, it's a HTML validator, validates output. The line number it refers to in the validator is the line number of the source code of the page it's validating.
