First thing that jumps out at me is the marquees, they're not exactly easy to read shooting across the screen at that speed, especially with white text on black and black text on red... if you really must use a marquee, at least slow it down a bit.
Do you really have to spam ads for your site by PM to everyone?

For the record, offering staff positions in reward for posting/referring members is not a good way to go. You will just have problems and you will have to keep making more people staff every time you want your forum to grow.
You should get a Top Level Domain, and advertise your site on Google. that way you wont need to Spam Invite people.
