anybody please tell me how to send private message to members only and staffs only?
there should be 2 options like send msg to members only and send members to staffs only

You can do that with Mass Mail in the ACP...
does it goes to all members with staffs or there is an option to select members or staffs only?
You can select specific usergroups.
the private message does not worked when i created new mass mail.
registered users did not got any private message from me.

ACP > Tools & Maintenance > Task Manager > Mass Mail > click the little clock image.
ok i seen that clock image and there is an instruction that "Automatically sends any queued mass mailings every 15 minutes."
does it sends 1 private msg which i composed in mass mail in every 15minutes with same message?
The 15 minutes refers to how often the task will run normally.
It doesn't only send one every 15 minutes, it should send 50 each time you run it. If you run it many times on after the other, it'll send out 50 each time you run it.
