I suggest showing the country the users IP belongs to in the ACP. This helps indentify where spam is coming from faster and easier. Is there a way to do this?

There are users maps, but i'm not sure if that is that is really ethical. Just block the countries where most spam comes from. Russia china try to my my server alot, so i just blocked it.

Can I add that code to my .htaccess file anywhere T0m? Is the top or bottom of the file better for the block code placement? My problem is with India and South Korea

To be honest, i jsut put code wherever it works. Thats it...

Placement shouldn't have much effect the .htaccess is read before anything is run(I think).

What does this last number 18 mean after the / ?
120.89.0.0/18

Does this ban the whole block? If not, how do I ban the whole block through .htaccess? Like 120.89.0.0 - 120.89.255.255

Check the dev site. Geolocation (if available) is already used for IPs in MyBB 1.6.
