I assume you're talking about the actual member ratings shown in profiles, and not the stars shown under user titles.
The sum of all a member's ratings is divided by the total number of votes, then rounded, and you end up with a number from 1 to 5.
For example, if someone rates you 5 stars, and someone else rates you 2 stars...
5 + 2 = 7
7 / 2 votes = 3.5
3.5 rounds up to 4 stars
Pretty simple...
