Does anyone know how you make your own Theme for your skin?
ACP > Templates & Style > Create New Theme > give it a name > then just edit the CSS in global.css...

Then you can release it to everyone etc?
Yes, you can export it once it's finished and do what you want with it.

What one would I select to be the Parent Forum?
I think you mean Parent Theme, should be OK to just select the MyBB Master Style.
