What section can you edit this...

and also the text where it displays the ban reason.

Do you mean the language? I think it is in messages.lang.php.

The ban reason will be in global.lang.php

There's a lot of threads asking about the no permissions text, you need messages.lang.php, lines 48-51 for the guest message, and lines 55-59 for the member message.
