You have to edit the languages file, i think it's global, not sure though.

Lots of threads on this, wouldn't have had to wait for an answer if you'd searched

It's messages.lang.php, open it and do a search for no_permission, you'll fine the lines. Note some lines are for the guest message, some lines are for the member message, make sure you edit the right one.
