I searched these forums for : allow theme change
but i came up with nothing.

Is their a setting that i can allow users to select a theme via user cp ?

Yes, there is.
User CP > Edit Options, and it's under "Other Options"
Also you can look in the plugins section for a quick theme changer that will be on the bottom of every page.

The best way of disabling it is to edit the theme settings so only certain groups can access it. That way, regular users could only have the default theme to choose from, you could have loads.
