I can't see my forum's Advanced Stats / Debug information even logged in as a owner or administrator. The option is set to show the info in Admin cp but I cant see it. Why?? please help me.

Have you removed the code for it from the footer template?? Should be something like <debugstuff>, can't check right now.
Open your footer templates. Find this code:
<!--<div id="debug"><debugstuff></div>-->
Try to remove the <!-- and -->
