That's a plugin I have at MybbCentral. You can set which groups are allowed to give neg reps so that admins and moderators can still have them if you want.

Some have posted manual instructions if you do some searching. You can alter the template to remove it for everyone. My plugin just simplifies the process and gives you group permissions.
