You can change the postbit layout in your User CP and in the Admin CP. Not quite that design, but the idea is there. Obviously that is the theme.

Where in the Admin CP can I change it?

Admin CP --> Configuration --> Show Thread Options --> Post Layout --> Display posts using the classic layout
Users will be able to change the setting as they please via the User CP. All that setting does is change it for guests and new registrations.
