You have to install one. I suggest MyShoutbox.

Download the plugin.
open a FTP manager. (Such at Filezilla)
Upload each file to the correct area (the readme should say)
in configuration, install and activate
Done.

Find the template it is in (Footer Most likely) look for the {Myshoutbox} delete it, and add it to the Header template.
