It'll need a plugin, attachments are attached to posts by default.

There isn't one, I've moved this to requests, maybe someone will make one.
Closest you could do now is just put the URL to an attachment in your sig.
What Matt suggested would work well. Get the users to post them all in one forum. That way they also can search them easier.

If you do what matt suggested in any form, it will work without one.
