When i install a New template (style)
Need to Deactive and active Plugins to show to new theme and to the old theme show Double how can set Plugins just to the New theme can anyone tell me

You'd have to add the plugin code to the new theme manually..

They shouldn't show double, when you deactivate the plugins it should remove the code from the older templates, and then activating them again would add it back to all of them. If that isn't working then yeah, you'll need to do it manually.
