i know how to make thumbnails with large pictures
and i know how to make rollover for unique pictures
but if you check the website , the rollover is on pictures
can anyone make for me a small html example ?
i guess he is using lot of iframes ?
or anyone have another way to made it ?

I'm pretty sure that there are better way of building a website from what they are doing.

You're right, they are using loads of frames and is built with tables. Perhaps that's why the site loads so slowly.
