Is there a way that I can set it so only a particular user group can post in HTML? As far as I know you can only do it on a board-by-board basis.

For example, a group "Special People" could then post HTML in any board...

There is a plugin on MyBB Central for this, I think...

Well I'm sorry that's the only plugin that achieves what you want. If you want it you're going to have to pay for it.

You're not paying for just that plugin. I'd highly recommend you get a subscription, as you get access to more than 40 others.

If it is for the 1.4* branch it will work fine.
