Well it isn't just the index, what about all the other pages in the forum?? Do a template search for 'body', there's a lot of templates with it in.
Right but for the main index, its that one. If you want it to be expanded look in more templates like Matt said. I believe their are some in the Miscellaneous Templates too.
Some in Miscellaneous? you will find most catagories in the template sets have at least one <body> tag.
You can use the admincp "search and replace" to do all the templates.
