I am trying to find the two files or (templates?) I need to edit to:
(The site is www.hamtrucker.com)

1. Change my "News!" at the top of my page. I did it once before when I updated the theme, but now cant remember.

2. Modify the message that a new registering user gets when they first apply. I would like to add some additional policy statements. I can't seem to find this at all.

Thanks in advance for any help.

Tom
1. Try 'header' template.
2. Try the language files /inc/language/english/member.lang.php
OK, for number 1:

I changed:
$l['agreement'] = "Registration Agreement";
$l['agreement_1'] = "Whilst we attempt to edit or remove any messages containing inappropriate, sexually orientated, abusive, hateful, slanderous, or threatening material that could be considered invasive of a persons privacy, or which otherwise violate any kind of law, it is impossible for us to review every message posted on this discussion system. Therefore we take no responsibility and cannot be held liable for any messages posted. We do not vouch for or warrant the accuracy and completeness of every message.";
$l['agreement_2'] = "By registering on this discussion system you agree that you will not post any material which is knowingly false, inaccurate, abusive, hateful, harassing, sexually orientated, threatening or invasive of a person's privacy, or any other material which may violate any applicable laws.";
$l['agreement_3'] = "Failure to comply with these rules may result in the termination of your account, account suspension, or permanent ban of access to these forums. Your IP Address is recorded with each post you make on this discussion system and is retrievable by the forum staff if need-be. You agree that we have the ability and right to remove, edit, or lock any account or message at any time should it be seen fit. You also agree that any information you enter on this discussion system is stored in a database, and that \"cookies\" are stored on your computer to save your login information.";
$l['agreement_4'] = "Any information you provide on these forums will not be disclosed to any third party without your complete consent, although the staff cannot be held liable for any hacking attempt in which your data is compromised.";
$l['agreement_5'] = "By continuing with the sign up process you agree to the above rules and any others that the Administrator specifies.";

to

$l['agreement'] = "Registration Agreement";
$1['agreement_1'] = "We highly recommend using your Ham Callsign as a username (or have your call in your registered email). If you choose not to, or you don't have one, we may contact you to confirm that you have a general intrest in the board, such as a Ham Op or Tucker, Family/Friend of one, or have intrest in them. This is to reduce user accounts created only to spam and not truly contribute to the community.";
$1['agreement_2'] = "This forum will put trolls on a short leash. Sarcasm and general antics is fine and incouraged in this community, but if your only here to troll every thread, you will be banned! Consider this your warning.";
$l['agreement_3'] = "Whilst we attempt to edit or remove any messages containing inappropriate, sexually orientated, abusive, hateful, slanderous, or threatening material that could be considered invasive of a persons privacy, or which otherwise violate any kind of law, it is impossible for us to review every message posted on this discussion system. $l['agreement_7'] = "By continuing with the sign up process you agree to the above rules and any others that the Administrator specifies.";

Now when I even try to log out to test it out by creating a new user, I get this error:
Parse error: syntax error, unexpected T_LNUMBER, expecting T_VARIABLE or '$' in /home1/michigd7/public_html/hamtrucker/inc/languages/english/member.lang.php on line 75

What am I doing wrong now? LOL
$1['agreement_1']
$1['agreement_2']

It's an l (lower case L) not a 1.

Also you can't add new variables unless you also edit member.php, there's no code to load $l['agreement_6'] and $l['agreement_7'] so they won't show up, you'll need to add your text to one of the default variables.
As for number 2, that was it! THanks! Now just need to figure out number 1.
That isn't default so we can't say exactly what to do with it but as labrocca said, it's in the header template.
That was it! Thanks!
