Now you seem to be saying you want them to have full rights which isn't what you said before... can you just printscreen the page showing the moderator permissions for this user in the forum?? ACP > Forums & Posts > **choose forum** > Options > Moderators > **choose moderator** > Edit.

but in forum X moderator have full list but if he want to delete he can not do it...
but can we change these list or delete same think in it ??

I guess I should have tested how this worked myself earlier, it seems it shows you all moderation options even if you don't have access to them all... I assume it would need a plugin to make it only show what they have access to.
