You would have to gather permission from the creator first.

I am not sure if you need it since it's was released on a open source IPB mod site, it was posted in 2007 - might be hard to find the author, and it is free and open for anyone.

I mean you can just code a plugin based of what that plugin does and call it another name and that will be technically fine. Now when using the same code that is something else but that wouldn't work since IPB isn't the same as MyBB .
