Backup your database, upload the changed files package from the blog so it overwrites your current files, run the upgrade script.

Yes, it'll be fine to keep plugins active. As long as you have a backup, even if something does go wrong, you'll be OK.

Indeed. Making a thorough abckup prior to the upgrade it saves a lot of headache if things don''t go as planned.
