ACP > Configuration > type avatar into the settings search box. It won't make avatars bigger that have been resized, it'll just allow larger ones to be uploaded. For example if I had a 150x150 avatar but the limit was 100x100, it would have been resized to 100x100, but increasing the limit to 150x150 won't make the avatar bigger.
