I went to admin cp with the purpose of letting moderators be able to change usernames of members of my forum, but I couldn't find that option at groups > moderators > edit group.

Do I need to look better or can't it be done?

The only place you can do that is the ACP, it's possible to give people access to only certain parts of the ACP but it's not specific enough to only change their name, you'll need a plugin if that's all you want them to be able to do.
