We're having an issue where the Captcha doesn't display in any browser.

I temporarily resolved the registration by using a recaptcha plugin, but for failed logins, it still doesn't show.

I made no change to the templates or forum prior to this beginning to happen.

And this began happening when we were using 1.4.9
I upgraded to 1.4.10 in hopes it would resolve the problem, but it did not.

Any suggestions?

The test CAPTCHA (./captcha.php?action=regimage&imagehash=test) doesn't work either, download 1.4.10, reupload a new copy of ./captcha.php and ./inc/captcha_fonts/ in binary mode.

How would I do it in binary mode?

There's usually an option in your FTP client somewhere... actually you could use http://net2ftp.com/ to do it, simply because it's very simple to set it to Binary mode there

I've also tried uploading the captcha files from 1.4.8 and 1.4.9 again, but they seem to be exactly the same so of course, no change.
