After I moved all of a sudden my two admin. are not able to log in. They have requested a new password and still cannot log in.
How can I assign one that will work with their user name should I make them a new ID and then merge the id into the existing one or is there an easier way.

You can edit the user in the Admin CP and change their password to something like "temppass" - tell them the password so they can login, then they can change their password when they are logged in.

Okay Just wanted to make sure because it will not allow me to log in under that name with another pass. That I assume is a IP issue..

If you have a username and password correctly typed in it should work regardless of the IP address.
