Should I use GZip compression? I think I should (But that is just a guess), and what rate should I use it at if I do?

some webservers already gzip by themselves so you don't have to enable the PHP one

regarding rates, there was a thread about it somewhere... the higher values use lots more cpu but achieve very little additional compression
