I've re-uploaded the files, rules.gif and rulespage.php [I don't know the php name, but yeah I uploaded it!]
And it doesn't want to show in the toplinks bar, help? ^_^
How did you set up the rules page?
Are you sure you uploaded it right then? Into the Inc folder?

Ok, by simply looking at the plugin I figured out how to access it. They should really keep this information in the readme, they even spelled plugin wrong. Well try to go to this url:
http://yoursite.com/misc.php?action=rules
It just uses the misc.php that is already included.
