Can someone make a plugin that will display the newest posts in a forum by entering the forum ID.

It will display them on the portal and you can show more than one forum.

IE

You enter the forum ID and the plugin transforms that into a {$IDX} code that you can add into a template.

Yep. Its not that hard to add it. If you need help doing so, i can do that for you.

Indeed. Keeping mybb copyright is the least people should do to show the appreciation for this mamazing software.
