What are you trying to achieve?? Don't RSS feeds automatically pull new content when it's made...??

im trying to write the rss outout to xml file so i need to execute the code every time new post is made
You'll probably need a plugin then.
I may be way off, but couldn't you just run the file when a new post is submitted to the database?
