- say in what forum only (fid)
- what extension (only wanne have jpg)
- how big a attachment may be

You can set forum restrictions in forum management
In adminCP go to configuration then attachment types and you can set which types you want to accept.
Unsure about the size, do you mean dimensions or file size?
You can edit the advanced permissions for a forum (Edit Permissions/Set Permissions) and set whether they can upload attachments or not. You can limit what extensions can be used in the Attachment Types section of the ACP, yeah, same for the max size.
