They when i use
Firefox or safari or chrome this dosent happen but when i use iternet explorer this happens to profile comments

Haha. Yep. And he's using IE8, the improved-but-still-headache-inducing browser.
And as for the problem, halohub, you're probably going to have to tweak the width of that editor. It looks like a width problem.
Open the profile_comments_form template and adjust the "cols=" to a larger number.
EDIT: You will also have to adjust the profile_comments_form_edit and profile_comments_reply templates.
