I understand getting the interface translated is a big hurdle, but would a plugin to run user submitted text through an auto-translation service such as Babelfish be possible? I'm running an English forum that may have an influx of Russian-only speakers soon. I don't need it to be perfect, just good enough so that they will get the jist of what is said in English.

Can't see this being in core though, it's too much overhead for the use it would get and would probably not be accurate enough to be worth us doing.
