I am having trouble that when I edit css of a theme it takes 10+ minutes for the changes to show although. I refresh multiple times in those first 10 minutes but nothing changes.

Have you tried a hard refresh?

ctrl + F5 (windows)
cmd + F5 (Mac)

Yes.

It basically clears your cache and refreshes.

lol I was gonna suggest hard refreshing, but I thought it was obvious and you had already done so.
And it doesn't clear the cache, it overrides it and refreshes.
