You know when you go into a thread and at the bottom there is a little box saying stuff like

Edit/View Thread Notes
Move/Copy thread
Split Thread
Merge Thread
Unapproved thread

This is what it tells me

I am the admin

Your account has either been suspended or you have been banned from accessing this resource.
You do not have permission to access this page. Are you trying to access administrative pages or a resource that you shouldn't be? Check in the forum rules that you are allowed to perform this action.
Your account may still be awaiting activation or moderation. (Resend Activation Code)

Make sure your Admin usergroup has "Is super moderator" permission enabled.

I am have it checked and i have the thing on admin permissions manage thing all checked i can manage everything

I have also noticed that even super moderator and any kind of member cannot use that list to moderate a thread

Make sure your showthread_moderationoptions template is default.
