I know MyBB Reccomends settings the server load limit to 5, but on the server that I have, its normal about 20-30. We're moving hosts because its so slow, but is 20 - 30 normal? even safe?

I'm hosted on the same server, and yesterday the server load was nearly 35 - luckily, my site just got accepted by another (better) host, and my site should be moving soon - but I'm curious about this too.
