I have contacted my hosting provider over the reason as to my CSS changes taking around 10 minutes to be recognised. They said it may be an issue on my side as well as theirs. Does anyone know why this may be happening?

Cache, Ctrl + F5 to clear it.
Tried it and doesn't work. I even added a snippet to htaccess to not keep the header so it reloads it every 30 second but doesn't do anything.
I have contacted my hosting probider but no luck. That is why I thought it may be MyBB.

You can also hold CTRL + R to refresh without cache.
is there any way that cache will atomatically refesh after some interval
Your cache should automatically expire, I don't know how long it takes though. I think possibly its whenever your browser detects a change but I also think there is a meta tag to set the cache expiration.
There's a setting in the Server and Optimization settings to send no cache headers, see what that does.
