Let's see what this does:
Most of those really should be implemented at a server level, not a script level (which is somewhat useless to an extent, since an attack would have already caused your server to do so much work).
For spamming, there's an anti-spam plugin, including Akismet, I believe.
You really can't do much about (D)DoS attacks on a script level, especially those that don't even target the application layer.

It helps 1 and 2.3 a little, though if someone is flooding your site, all you can do is block their IP. Same with DDOS. 5, You only can secure so much.
