Hey.

I have recently just deleted the folder and mysql database of my forum, because I am restarting it.

But for some reason, whenever I delete the folder my forum was in, it re-creates itself and uploads this one attachment, in the uploads folder and everything, and it keeps re-uploading if I delete it.

I don't know if this is a problem here or a problem with my hosting company, but I can delete other files just fine.

I don't think its a MyBB problem, sounds like a permissions or file ownership problem. What are you using to delete the file and does it tell you any errors?

I am using cPanel's file manager v3 (Thats what it says, don't know if it has another name).

It doesnt show any errors, it just re-adds itself.

EDIT:

I can even change its name and delete it, and it re-uploads.

Ok, I would suggest though that you use an FTP client rather than an online file manager.
