If for example warning is set to 10 points = 100%.
I have offtopic = 1 point, which expires after a month and at 100% you are banned.
If a person gets 10 offtopic warnings in 1 month he is banned due to this system.
But if a month expires ( dropping his warning level to 9 and then lower... ) will the ban also expire because he no longer has 100% warning level?

No, the ban will last however long you've set it to last in the Warning Level you made, for when they reach 100%. So say the ban was something really long like a year, the ban would still last a year even if the warning level eventually went back to 0%. Otherwise someone could get a ban and it could end very quickly if an old warning expired and they dropped off 100%.
